September, 2000..........Fought back a 'sneak attack' on the Coastal Act, saved a coastal salt-marsh named Little Shell Wetland from becoming 33 townehomes, which would have set a dangerous precedent in California's coastal war! July 17th, 2002....Stopped the Orange County Sanitation District's 301(h) Waiver, the largest and worst of its kind! Under relentless pressure, OCSD Board of Directors voted 13-12 not to seek waiver renewal. March 19th, 2003...OOG director Joey Racano became the only Orange County Democrat to pass a Resolution at the State level, authoring the 'Heritage Tree State Resolution', which put the California Democratic Party against cutting of any trees older than California (150 yrs). The Resolution passed the Environmental Caucus, the Full E-Board and was accepted by the full delegation at the 2003 California Democratic State Convention held in Sacramento. December 17th, 2003....Stopped what would then have been the largest desalination plant in the Western Hemisphere. Huntington Beach City Council voted 4-3 not to approve the Posiedon Desalination project that would have been built 'piggy-back on the Once-Through Cooling intake pipe of nearby AES Power Plant. The project was later approved (with OOG working out of town against the Morro Bay Sewage Waiver!) on a re-circulated EIR, but may still never be built. September, 2005....Ocean Outfall Group plays a leadership role in recalling the Los Osos Community Services District Board majority and stopping the Los Osos 'Downtown' sewer project, slated to be built just upstream from Morro Bay National Estuary. May 12th, 2006....Ocean Outfall Group plays a 'central role' in Central Coast Regional Water Quality Control Board decision not to allow Morro Bay-Cayucos Wastewater Treatment Plant to continue operating under a waiver of section 301(h) of the federal Clean Water Act. September 3rd, 2006...Ocean Outfall Group hosts the first-ever 'Talk About the Bay' in Morro Bay, California, where Haydee DaBritz first presents historic findings on the connection between House Cat feces, Toxo-Plasma Gondhii and the decline of the Southern Sea Otter. Speakers include Pedro Nava (Assemblyman, Santa Barbara -D, Member, Ocean Protection Council) Sam Blakeslee (Assemblyman SLO -R), Peter Douglass (Executive Director, California Coastal Commission) and others. September 21st, 2007....Ocean Outfall Group mediates agreement between 41 San Luis Obispo County environmental groups known as the 'Slo Coast Alliance' and the Black Brandt Hunters Club, who together draft a letter appealling to the California Fish and Game Commission for a State Marine Reserve in Morro Bay East Estuary. Although the environmental groups later decide not to submit the letter, Fish and Game directs Black Brandt President Gene Johe to call OOG Director Joey Racano, and the Morro Bay East Estuary is designated California's first State Marine Reserve under the Marine Life Protection Act. January, 2008... California men's Colony Prison, a habitual polluter of Morro Bay Estuary and the near-shore environment, has one 'spill' too many, dumping several thousand gallons of sewage and bleach into Chorro Creek, which leads directly into the new State Marine Reserve in Morro Bay East Estuary. Noticing that the ACL (Administrative Civil Liability) by the Central Coast Regional Water Quality Control Board makes no mention of the MLPA violation, OOG Director Joey Racano asks Governor Schwarzenegger's office for MLPA language to be inserted into the ACL. The language is added, setting a State-wide precedent for prosecution of an MPA violation by an upstream polluter. The Central Coast Water Board then rejects a small fine, and directs its staff to make the fine larger. A second precedent is also set for chlorine overuse. August 13th, 2009...Ocean Outfall Group, Heal the Bay and the Natural Resource Defense Council stop the last 301(h) Sewage Waiver in the State of California as the California Coastal Commission votes 8-1 in San Francisco to deny another 301 (h) Waiver to the City of San Diego, who must now undertake some 1.5 Billion Dollars in upgrades to their Point Loma Wastewater Treatment Plant. They have appealed to the US Secretary of Commerce. Stay tuned.
