The Ocean Outfall Group supports the MLPA Initiative and MPA's (Marine Protected Areas) wherever they are designated as a good first step to returning the ocean to a state of health and abundance. Here is the OOG position on the dangers associated with placing an old fashioned gravity-design sewer on the Tri W site in Los osos as pertains to the new MPA in Morro bay Estuary: (Presented today, 12/7/08 to the San Luis Obispo Los osos WWTP TAC -Technical Advisory Committee): Ocean Outfall Group Tri-W Resolution Whereas, The Marine Life Protection Act Initiative mandated the creation of Marine Protected Areas for California Waters, and under this initiative, Morro Bay East Estuary has been designated a State Marine Reserve, affording it the highest level of protection for Marine Protected Areas, where any 'take' of living marine organisms is prohibited, and, Whereas, The Master Plan of Marine Protected Areas states that 'take' is not limited to fishing, and also includes sewage discharge, such as would be released during storm events by a gravity-design Wastewater Treatment Plant into Morro Bay East Estuary State Marine Reserve, and so, Therefore, be it resolved that the Ocean Outfall Group of California urges that the scoping of the EIR on the Los Osos Wastewater project honor the State Marine Reserve designation of the Marine Protected Area of Morro Bay East Estuary by rejecting further consideration of Tri-W for a project site.
