After a successful defense of the California Coastal Act against Orange County developers at the now famous 'Little Shell' Wetland in Huntington Beach ('surf city'), our core group of activists turned our eyes toward the 240 Million Gallons of poorly treated sewage being dumped each day into the near shore environment by the Orange County Sanitation District. The reason this filthy dumping was allowed was because of a 301(h) 'Waiver' the Federal EPA granted to OCSD. Although such 'waivers' were only meant as a 5-year temporary grace period in which to allow wastewater treatment plants to ease into compliance with the then-new Federal Clean Water Act, irresponsible elected leaders and regulators played politics with the health of our ocean and citizens who swim, surf, fish and play there. We decided such waivers must fall and that is how the Ocean Outfall Group was born! Our mission? To preserve and restore the Ocean, and keep the things of the land on the land- no waste material, drilling spoils, sewage solids, radioactive materials or other debris in the Ocean.
